OFFICIALS SELECTION POLICY
Purpose
- The purpose of this Policy is to establish the basis for the process to fulfill Ringette Canada’s responsibility to organize, develop, and select officials at the Canadian Ringette Championships, World Ringette Championship, World Junior Championship and the Canada Winter Games.
Application of this Policy
- This Policy applies to all officials who may be eligible and selected for various competitions at which Ringette Canada participates.
Authority for the Selection of Officials
- The Board has delegated the authority for all decision-making under this Policy to the Selection Committee through the Officials Development Work Group, in order to appoint and select officials who are the most experienced and qualified to officiate at premier tournaments and events. The Selection Committee is the group of individuals given the authority to select officials for a given event. The composition of the Selection Committee may differ by competition.
- The Selection Committee will rank each eligible official and submit to the Chair of the Officials Development Work Group who will compile a rank of the officials in accordance with the completed criteria form ratings.
- Each member of the Selection Committee may only submit one list of ratings per selection process.
- Members of the Selection Committee are required to remove themselves from any discussions, ranking, and voting if there is a conflict of interest.
- The Chair of the Officials Development Work Group will be responsible for assigning officials to competitions in accordance with qualifications and experience.
Canadian Ringette Championships Eligibility and Selection
- To be eligible to be considered for selection for the Canadian Ringette Championships, an official must be:
- A registered member in good standing of Ringette Canada; and
- NOCP Level 4B or higher certification (at the time the selection process begins).
- The officials selected to the Canadian Ringette Championships, will be required to submit a Criminal Record Check every two years. Ringette Canada will follow up with officials who must submit one individually.
- The officials with the highest ratings will be selected to the Canadian Ringette Championships. This process will be followed for the first 75% of the officials required to staff the event. This process will take place over two phases. Phase one will be a fall selection for the first 50% of the officials required to staff the event. Phase two will be a winter selection for the next 25% of the officials required to staff the event. The Chair of the Officials Development Work Group has discretion for the remaining 25% and can select an official further down the list to provide opportunity for development purposes and/or to allow for geographic distribution of officials at the event.
- If one of the top-ranked officials decides not to participate in the event, the next highest ranked official will be asked to join the event as a replacement.
- The Selection Committee will be comprised of members of the Officials Development Work Group, the CRC Supervisors from the past 2 CRC and the Provincial Director of Officials or designate from those Provincial Associations that have an eligible official for the Event.
Canada Winter Games Eligibility and Selection
- To be eligible to be considered for selection at the Canada Winter Games, an official must be:
- A registered member in good standing of Ringette Canada; and
- Have participated as an on-ice official at one (1) of the last two (2) Canadian Ringette Championships;
- NOCP Level 5 Certification (at the time the selection process begins).
- The officials with the highest ratings will be selected to the Canada Winter Games.
- If one of the top-ranked officials decides not to participate in the event, the next highest ranked official will be asked to join the event as a replacement.
- In the event that all spots are not filled by the available and eligible Level 5 officials, the Selection Committee may select from the pool of 4A ranked eligible officials.
- The Selection Committee will be comprised of the Chair of the Officials Development Work Group and Supervisors from the past two (2) Canadian Ringette Championships.
World Ringette Championships Eligibility and Selection
- To be eligible to be considered for selection at the World Ringette Championships, an official must be:
- A registered member in good standing of Ringette Canada
- NOCP Level 5 Certification (at the time the selection process begins)
- Not have participated as an on-ice official at the last World Ringette Championships
- Have participated as an on-ice official at one (1) of the last two (2) Canadian Ringette Championships
- The officials with the highest ratings will be selected to the World Ringette Championships.
- If one of the top-ranked officials decides not to participate in the event, the next highest ranked official will be asked to participate in the event.
- The Selection Committee will be comprised of the Chair of the Officials Development Work Group and the Supervisors from the past two (2) Canadian Ringette Championships.
World Junior Ringette Championships Eligibility and Selection
- Where the World Championships and World Junior Championships are held together at the same event, all officials for the combined event shall be selected in accordance with sections 18 to 21.
- To be eligible to be considered for selection at the World Junior Ringette Championships, an official must:
- A registered member in good standing with Ringette Canada
- Have participated as an on-ice official in one (1) of the last two (2) Canadian Ringette Championships
- Not have participated as an on-ice official in the last World Junior Ringette Championships d) NOCP Level 5 Certification (at the time the selection process begins)
- The officials with the highest ratings will be selected to the World Junior Ringette Championships.
- If one of the top-ranked officials decides not to participate in the event, the next highest ranked official will be asked to participate in the event.
- The Selection Committee will be comprised of the Chair of the Officials Development Work Group and the Supervisors from the past two (2) Canadian Ringette Championships.
Participation in multiple events
- In the event both a World Championship/World Junior Championship and a Canada Winter Games are held in the same playing season, an individual cannot participate in both events as an on-ice official.
Official Requirements to Remain Selected and Removal
- Upon selection and in order to remain as a selected official for a particular event, an official must:
- Remain in good standing;
- Provide Ringette Canada with all required documents;
- Participate in all events, activities, and meetings as required;
- Wear proper equipment and clothing;
- Obey all rules established by Ringette Canada and the Host Committee; and
- Once selected, an official may withdraw or be withdrawn for any of the following reasons:
- Failure to adhere to Ringette Canada’s policies and procedures
- Voluntary withdrawal/retirement
- Fraudulent misrepresentation
- When an official violates Ringette Canada’s policies and procedures or provides fraudulent misrepresentations, the Officials Development Work Group has discretion to remove the official and to replace the official with another suitable candidate.
Appeals
- Appeals of Selection Committee decisions can be made in accordance with the Appeal Policy.
This Policy is subject to review at least once every three years
